Solid Waste Division

The Solid Waste Division plans, develops, and implements solid waste management programs. We also operate public waste facilities. Position Overview

This position oversees and participates in the operations at County-owned and operated Recycling and Garbage Facilities. As a lead worker, responsible for coordinating and scheduling the work assignments of the M&O Workers at the County-operated solid waste facilities.

QUALIFICATIONS FOR PERFORMANCE OF THE ESSENTIAL FUNCTIONS

Required Education and Experience

  • Four years of experience in customer service support including cashiering experience; and 
  • 6 months of lead worker experience.
  • Any equivalent combination of experience and education that provides the applicant with the desired knowledge, skills and ability required to perform the work

Preferred Education, Experience or Other Qualifications

  • Experience working with solid waste and recyclable goods.
  • Experience performing janitorial and grounds keeping duties.
  • Experience performing small equipment maintenance and repair, such as weed trimmers, lawnmowers and blowers.

Driving Requirements

  • The successful incumbent must meet the driving requirements of this position and submit a copy of a current driving record/abstract (from state of residency) to review for eligibility to drive for Kitsap County prior to employment.  The successful incumbent must obtain a valid Washing State Driver’s License prior to hire and maintain a satisfactory driving record as outlined in the Kitsap County Vehicle Use Policy.  This position is categorized as:
    • Category 1:  Driver operates County-owned vehicle

Criminal Conviction Standards: 

  • The successful incumbent will or may have unsupervised access to children under 18 years of age, a vulnerable adult, or a vulnerable person, or access to a secured/confidential facility or computer system(s). As a result, Kitsap County will be conducting an extensive criminal background check by law enforcement agencies, which may include fingerprinting.

Required Licenses, Certificates, Examinations/Tests and Other Requirements

Please note: The incumbent is responsible for obtaining and maintaining all of the following required licenses, certifications and other requirements.  

Prior to employment, the successful candidate must:  

  • Submit official transcripts from an accredited college or university or business school, if education is being used to meet the minimum qualifications.
  • Pass all job-related examinations/tests necessary to demonstrate required knowledge, skills and abilities, as determined by the hiring authority at time of job posting.
  • Pass a medical/physical evaluation.
  • Pass a criminal history background check through law enforcement agencies.

At time of appointment, the successful candidate must: 

  • Possess a valid Washington State driver’s license.

Within six months of employment, the successful candidate must obtain: 

  • Possess Washington State Industrial First Aid / CPR certification.

Required Knowledge, Skills and Abilities

Knowledge of: 

  • Standard practices, methods, tools and materials used in general maintenance. 
  • Basic methods and techniques of used oil, antifreeze, and battery recycling. 
  • Standard arithmetic practices.
  • Basic cashiering and reconciliation methods and procedures.
  • Data processing systems and computer software applications.
  • Use of common office software including Microsoft Office Suite.

Skills and/or Ability to: 

  • Appear for scheduled work with regular, reliable and punctual attendance.
  • Schedule and prioritize workflow to complete tasks and meet deadlines.
  • Establish and maintain effective working relationships with others using tact, courtesy and good judgment.

  • Perform basic arithmetic.
  • Safely operate and care for hand and power tools.
  • Establish and maintain accurate records and prepare reports.
  • Physically perform assigned duties and essential functions of the position.
  • Utilize a variety of computer applications specific to the department including databases, word processing, spreadsheets, and web based systems for entering, retrieving and researching data and records.
  • Work over 40 hours in a week, requires evenings, holidays and weekends, as needed.

  • Work performed in a field environment with heavy public contact.

  • Vision sufficient to read source materials, gauges and computer screen data.
  • Repetitive motions for computer, tool and equipment use.
  • Hazards associated with this work when exposed to exhaust fumes, loud noise, foul odors, insects and dust.
  • Exposure to all weather conditions; including inclement weather (temperature extremes, slippery surfaces).
  • Sitting when operating vehicles or equipment.
  • Frequent bending, stooping, and reaching (over shoulders, at waist and below waist).
  • Adequate vision sufficient to view gauges and traffic and other signals, to operate equipment and read instructions and plans.
  • Exertion of force of up to 50 lbs. occasionally, and/or up to 35 pounds frequently, and/or up to 10 pounds continually to lift/carry/move objects and to operate a variety of power equipment.   
  • Requires use of protective gear as needed.

Incumbents may be:

  • Exposed to potentially hazardous conditions and environmental hazards.
  • Road and traffic hazards.
  • Interact with potentially violent or hostile individuals.

ILLUSTRATIVE EXAMPLE OF DUTIES

  • Serves as lead worker for recycling and garbage facility operations: setting work priorities, planning, organizing, assigning, advising, and assisting as necessary. Direct the daily work and participate in the workflow of assigned staff to meet deadlines and the level of quality requested by the Transfer Systems Manager.
  • Oversee and perform customer service: Greet customers, examine and make inquiries regarding loads of refuse to determine category of waste material, acceptability of contents, and difficulty in handling.
  • Oversee and perform cashiering: Determine fees to be charged based upon weight, volume, individual items, size, load category and fee schedule. Collect fees by cash, check, credit card, account, or deferred payment transaction. Issue receipt and maintain records of revenue using computer transaction software. Prepare daily bank deposits and coordinate site specific armored transport of cash requests and deposits.
  • Oversee container capacities by directing public and maintaining waste disposal flow.  Act as flag person within the work site, places traffic cones and other traffic control devices to ensure a smooth flow of traffic; directs traffic to the stalls and commodity containers. Coordinate site specific hauling services for recyclable materials and solid waste with the hauling contractors.
  • Perform facility maintenance functions (janitorial, and grounds upkeep/landscaping), operating small tools, and grounds maintenance equipment. Perform basic equipment maintenance and repair. Maintain operations during power/network outages and extreme weather conditions and ensuring site safety.
  • Inspect all waste containers to ensure safe working order including winches.
  • Verify that roadway is free from garbage, litter or obstructions. 
  • Ensure signage is adequate and brochures are in sufficient supply. 
  • Complete written inspection reports with photos.
  • Perform other related duties as required.
