DESCRIPTION OF PROPOSAL: Construction of 5 apartment buildings with a total of 108 units and a leasing building, to include required site development, utility improvements, and frontage improvements. PROPONENT: Trevor Colby, KCI Commercial, Inc., P.O. Box 6979, Tacoma, WA 98417

LOCATION OF PROPOSAL: Section 02, Township 23, Range 01 E; 4330 & 4336 Bethel Road SE, Port Orchard, WA 98366; Tax parcel numbers 022301-4-043-2007, 022301-4-012-2004, and 022301-4-026-2008. LEAD AGENCY: City of Port Orchard SEPA DETERMINATION: The City of Port Orchard, as lead agency for this proposal, after reviewing a completed environmental checklist and other information on file, has determined that the proposed project may have an adverse impact on the environment and mitigating conditions have been included with this determination to offset these impacts. An environmental impact statement (EIS) is not required under RCW 43.21C.030 (2)(c), provided the SEPA conditions listed below are used to mitigate potential adverse impacts. Information on file for this proposed project is available to the public on request to the lead agency. SEPA CONDITIONS: The applicant shall provide an ADA-compliant public pedestrian connection to a Kitsap Transit bus stop along the project frontage of Bethel Road SE. Ultimate location of the bus stop shall be coordinated with, and approved by, Kitsap Transit. The pedestrian connection shall be designed to meet the definition of a minimum pedestrian facility listed in the City of Port Orchard Comprehensive Plan. This Mitigated Determination of Nonsignificance (MDNS) is issued pursuant to WAC 197-11-350 and POMC Title 20. The City of Port Orchard will not act on this proposal for fourteen (14) days from the issue date below.
