City of Port Orchard issued the following announcement on Oct. 30.

PROJECT: Kelsiana Coffee (LU20-CUP-03)

LOCATION: 694 Bethel Avenue, Port Orchard, Parcel #4031-002-016-0003

PERMIT APPLICATIONS: Conditional Use Permit

DESCRIPTION OF PROPOSAL: Construction of a drive through coffee shop with associated site improvements.

APPLICANT: Mike Wnek, Wnek Engineering, PO Box 776, Tracyton WA 98393

DATE OF PERMIT APPLICATION: September 22, 2020

DATE OF DETERMINATION OF COMPLETENESS: October 23, 2020

DATE OF NOTICE OF APPLICATION: October 30, 2020

ENVIRONMENTAL REVIEW: The City of Port Orchard has reviewed the proposed project for probable adverse environmental impacts and has determined that the project is exempt from SEPA under WAC 197-11-800(1)(b)(iv).

REQUIRED PERMITS: The following local, state, and federal permits/approvals are needed for the proposed project: Conditional Use Permit, Land Disturbing Activity Permit, Stormwater Drainage Permit, Building Permit

REQUIRED STUDIES: Biologist evaluation of on-site stream

EXISTING ENVIRONMENTAL DOCUMENTS: None at this time.

PRELIMINARY DETERMINATION OF THE DEVELOPMENT REGULATIONS THAT WILL BE USED FOR PROJECT MITIGATION AND CONSISTENCY: Port Orchard Municipal Code Title 20.

Comments on the project must be submitted by November 13, 2020 at 4:00 P.M. to the City of Port Orchard, Department of Community Development, 216 Prospect Street, Port Orchard WA 98366 or by email at permitcenter@cityofportorchard.us.
