The City of Port Orchard has issued an MDNS that may be of interest to you. You are invited to comment on the MDNS for this project.

Project Description: The proposed is for a multi-family apartment development with approximately 98 dwelling units and 6 apartment buildings, including also a recreational/community building. A combination of studio, 1-bedroom/1-bath, and 2-bedroom/2-bath units are currently proposed. The proposed project area is approximately 5.28 acres plus offsite street improvements. The estimated grading quantity of combined cut and fill is approximately 43,750 cubic yards.

ENVIRONMENTAL REVIEW:

The City of Port Orchard has reviewed the proposal for probable adverse environmental impacts and has issued a Mitigated Determination of Non-Significance (MDNS). The decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available electronically at https://www.cityofportorchard.us/public-works/ or upon request by emailing publicworks@cityofportorchard.us. Agencies, tribes and the public are encouraged to review and comment on the proposed project and any probable environmental impacts. Comments must be received by 4:30pm on December 8, 2020. Written comments shall be mailed to: City of Port Orchard, 216 Prospect Street, Port Orchard, WA 98366, emailed comments shall be sent to publicworks@cityofportorchard.us with the project referenced in the subject line.

Required Permits: SEPA Review, Major Land Disturbing Activity Permit (LDAP), Stormwater Drainage Permit (SDP), National Pollutant Discharge Elimination System Permit, Boundary Line Adjustment

Documents Used to Evaluate Proposal: Geotechnical Report, grading plans, Traffic Impact Analysis, Construction Stormwater Pollution Prevention Plan (SWPPP), Stormwater Site Plan, Stormwater Operations and Maintenance Manual and Pollution and Source Control Manual

Preliminary determination of development regulations that will be used for project mitigation and consistency: POMC Title 12, 13, 20, Public Works Engineering Standards, WAC 197-11

Public Hearing: A Public Hearing will not be held for this phase of the project. Future phases may require a hearing depending on the permit type applied for.
