CITY OF PORT ORCHARD: DNS: Sidney Road Apartments

City of Port Orchard issued the following announcement on Dec. 23.

DETERMINATION OF NONSIGNIFICANCE (DNS) FOR SIDNEY ROAD APARTMENTS: LAND DISTURBING ACTIVITY, STORM DRAINAGE PERMIT, CAPACITY RESERVATION CERTIFICATE AND TWO TYPE II VARIANCES

DESCRIPTION OF PROPOSAL: The clearing and grading of approximately 18 acres of land for the development of a multi-family apartment complex with approximately 216 dwelling units within 10 apartment buildings, a recreational/community building, and associated civil improvements. The proponent also seeks two Type II Variances to deviate from minimum required electric-vehicle charging stations associated with the development of the garden-style apartment buildings. The request seeks the deferral of 24 of 34 required electric-vehicle charging stations while still providing the necessary related infrastructure for the remaining 24 charging stations for eventual expansion. The proposed development will provide at least 10 electric vehicle charging stations upon construction completion. The applicant also seeks a Variance from the minimum off-street parking requirements of POMC 20.124.140 from 365 required off street parking stalls to 337 off-street parking stalls, an 8% reduction. A combination of one-bedroom, two-bedroom and three-bedroom units are currently proposed. The estimated grading quantity of combined cut and fill is approximately 44,200 cubic yards. The project includes street frontage improvements to include a Two-Way-Left-Turn-Lane, travel lane, bicycle facility, curb, gutter, landscape strip and sidewalk. The site is designated Commercial in the Comprehensive Plan and zoned Commercial Mixed Use (CMU). The critical area features identified on the site include wetlands and stream, which have been evaluated in special reports submitted by the applicant and reviewed by the Lead Agency.

LEAD AGENCY:  City of Port Orchard

DETERMINATION:   The City of Port Orchard, as lead agency for this proposal, after reviewing a completed environmental checklist and other information on file, has determined that the proposed project does not have a probable adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030 (2)(c). Information on file for this proposed project is available to the public on request to the lead agency.

This Determination of Non-Significance (DNS) is issued December 23, 2020 under WAC 197-11-340 and POMC Title 20. The lead agency will not act on this proposal for 14 days from the date of issue.

Comments must be submitted no later than 4:30 p.m., on January 6, 2020, 14 days from the date of this notice.
